The FBI arrested Salman in Rodeo on Monday. Prosecutors believe she knew her husband, Omar Mateen, planned to attack the Pulse nightclub.
Forty-nine people died in the attack last June and her husband was killed by police.
Salman will return to court in two weeks for a bail hearing. At some point, her case could be moved to Florida.
