NAPA, Calif. - Two North Bay high school students were handed down a harsh punishment after an investigation into hazing among football players at Napa High School.

"I move for the expulsion of student b," a board member said.

Napa board members voted to expel two more students in a closed door session and parents confirmed that was two more football players accused of hazing. "The punishment does not fit the crime and it was mishandled from the beginning," parent Amanda Olmstead said.

"The district's most important responsibility is to the students entrusted in our care," Napa School Board President Joe Schunk said.

"I know you're smirking at me, but with all due respect I'm really concerned about these kids," parent Rachel Smith said.

More students could be expelled and in a parallel investigation the Napa DAs office is weighing whether to charge 14 students and a coach with felonies in relation to the October 31 hazing incident in which junior varsity players are accused of restraining a clothed freshman player as they touched him inappropriately.

The head football coach and other coaches resigned Wednesday.

"What's wrong about this is the destruction of student's lives based on facts that the district either trumped up or made up through a concerning investigation," football player's attorney Mandy Leigh said.

The superintendent told ABC7 News Thursday that not all the coaches received a revised athletic handbook and didn't know all the procedures. "I think when all is said and done, we'll see that some good kids made mistakes," Napa Unified School District Superintendent Patrick Sweeney said.

Angry parents are circulating a petition to remove the superintendent and school board members.
