The shooting was reported on Highway 80 just east of Hilltop Drive at about 1:15 a.m., Richmond police Lt. Mike Gormley said.
The victim, who was the only occupant of the targeted car, was transported to a local hospital in serious condition, according to Gormley.
A preliminary investigation determined the suspect vehicle was traveling alongside the victim's car when somebody from inside the suspect vehicle fired at least one shot at the victim, Gormley said.
The suspect vehicle, described as a black sport utility vehicle, had an unknown number of occupants inside, Gormley said.
