Did Carter snub the Clintons?

What was a cold day in Washington appeared to get even colder, as the former presidents waited together in the capitol before the inauguration.

Former President Carter walked up and shook the hands of both George H. W. Bush and Barbara Bush, but he walked past bill and Hillary Clinton without a word.

President Carter disputes there was any snub. A spokesperson says that earlier in the day, Mr. Carter had spent half an hour talking to the Clintons.

The two ex-presidents have reportedly had a frosty relationship dating back to the 1980 Election.
