Jury finds man to be sexual predator

Monterey County District Attorney Dean Flippo announced that Richard Michael Martinez, a former resident of Salinas, was ruled by a jury to be a sexually violent predator based on a documented history of rapes he committed dating back to 1971.

A jury had found Martinez to be a sexually violent predator in 1999, and he was previously committed to a mental institution with a sentence that required an extension of his incarceration be reviewed every two years, according to the district attorney's office.

Martinez refused all treatment offered by the sexual offender commitment program while in a state hospital, incurring an indeterminate incarceration, the district attorney's office reported.

Judge Russell Scott ordered that Martinez be returned to a secure facility within the California Department of Mental Health.
