The new economic forecast by UCLA says the state's jobless rate will reach nearly 12 percent between April and June next year.
Right now, the unemployment rate is 10.5 percent. The report also says the rate will stay in double digits through 2011.
It says even though the state's economy will be growing that year, it will not generate enough jobs to drive the unemployment rate below double digits until 2012.
