The shooting was reported just after 10 p.m. in the 200 block of MacArthur Boulevard, according to Oakland police spokesman Jeff Thomason.
Raymond was found suffering from multiple gunshot wounds in front of a home and was taken to a hospital where he succumbed to his injuries.
Two suspects were seen fleeing the scene on foot, and police believe Raymond was targeted by the shooter. Anyone with information is asked to call the homicide section of the Oakland Police Department at (510) 238-3821.
