Police surrounded the home on Capitol Street after the suspect, Sy Camphor, fired several rounds from his handgun on the street.
One woman was able to escape from inside the home, unharmed.
Police say Camphor eventually released the other woman, unharmed.
The SWAT team then entered the home and took Camphor into custody. They seized two rifles and handgun.
