The Board voted unanimously to create the citizen's police oversight committee. The citizen board will report directly to the BART Board of Directors.

The action was prompted by the shooting death of Oscar Grant by a BART police officer on New Year's Day.

The process now moves to the state legislature, which must approve citizen oversight because BART is a special district created by the state legislature. Therefore, the "BART act" must be amended by the law-makers before changes can be made.
