The bureau is sending a letter in English to households advising them the census is taking place. Spanish will also be included in some areas.
City officials say this will harm communities like San Francisco with large immigrant communities.
"You don't want to miss any opportunity to participate in the census and to be educated about it and you don't want to be playing catch up. It is very, very important for everybody to have equal information, as much information as possible, to make sure we get an accurate account as we possibly can here in the city and county of San Francisco," said San Francisco City Attorney Dennis Herrera.
In the 2000 census, city officials estimate that up to 100,000 people were not counted in San Francisco. Most were immigrants.
That they say has led to a $30 million shortfall in federal funding each year.
