It happened inside their Syracuse Court home where Vacaville police say her brother found a handgun.
"The preliminary investigation indicates that the 8-year-old child may have been playing with a loaded firearm and accidentally discharged the weapon, causing the injury to his sister," said Sgt. Jeff King.
Police say both parents were home when the little girl was shot.
