The Oakland Builders Alliance pushed its plan called the "Build Oakland Campaign" at a City Hall rally on Tuesday. The group is pushing for new initiatives that help create 2,000 jobs in construction-related fields in the next two years.

"I think there's a lot of work coming up in Oakland, when I think about the second phase of Kaiser, the Highland Hospital towers, those are huge projects that are going to put a lot of people to work, but am I going to be able to get in there being a small, local business?" says Charles Rogers, a plumbing contractor.

Contractors say banks need to begin lending money again, so projects can go forward. City leaders say making the permit process easier would help get jobs moving, as well as make it easier to use tax credit incentives already in place.
