Officer Steven Payne Jr. was filmed in September Tasering and using his baton to hit a student.
An investigation by the San Jose Mercury News found that in a span of 10 weeks last year, Payne used force on four separate occasions.
According to records, he punched suspects, struck them with his knee or Tasered them.
Experts in the use of force say his record should have raised a red flag with his superiors.
Payne and three other officers are on administrative leave while the district attorney decides if they should face charges for the September incident.
