The shocking death of a child by a fallen, rotted tree is raising discussion about a tax hike in San Jose.

A 2-year-old boy died last week when a tree crushed the family pickup truck. Some say his death could have been prevented if the tree had better care and maintenance.

Now city leaders are considering a property tax, but it would need to be approved by voters. Another idea that does not need voter approval is some sort of property-related fee.
