Twenty-two-year-old Rene Castro was taken into custody Thursday morning. Police arrested 22-year-old Horacio Vega on Wednesday.
They are still looking for Matthew Mouton who police believe drove the car into the victim. Police believe all three are members of San Francisco's notorious 31st Street gang. They say the men used an SUV to run over Jesse Wiley after a fight outside a Daly City Pizza Parlor.
They are still looking for the suspect's vehicle -- a black GMC Yukon Denali with California license plate 6FSU426.
