Shortly after 3 p.m., the driver was involved in a collision at the intersection of East 11th Street and Second Avenue, Officer Jeff Thomason said.
The driver left the scene, but the vehicle, a U-Haul truck with serious front-end damage, was spotted downtown shortly after.
The driver pulled into a police parking lot and the tried to run from the area, but was taken into custody, Thomason said.
Thomason said bomb-sniffing dogs were taken to the scene as a precaution.
