Homeowners can pay for efficient upgrades slowly

SAN FRANCISCO

Monday the city launched a program called Green Finance SF. It allows people to pay for the upgrades on their homes or businesses through their property taxes over 20 years. Officials say this program is unique because the debt is attached to the property, not the person.

"When you're living here, you're paying an additional cost on your property tax bill, but if you move, the improvements stay with the property, but the repayment can stay with the property as well. So you're only on the hook for only the months that you are living here in the home and also using the improvements that you've put in," says
