County assessors recently released new numbers showing property tax payments are down due to falling home prices and counties may again take a hit when a state budget is produced.
Cuts are even taking place in services usually off-limits, like public safety.
"If, unfortunately, they're a citizen that's dependent on upon the safety network, that safety network is going to become quite frayed this year I'm afraid," said Paul Mcintosh with the California Association of Counties.
The head of the state association of counties says the stress factors have more than doubled since the last time they were measured in 2007.
