Here's how it works, users take a picture of a license plate and pass a message along through the Bump.com application. If the driver of the other car has registered with the network he or she will receive a text message or an email message. They can decide from there whether they want to respond. Registering is free of charge. Some critics are already worried that the site will become a new venue for raging at bad drivers.
