Many commuters discontent over I-680 express lane

The lane opened last fall. Carpoolers have free access, but solo drivers need to pay. The toll varies, depending on time of day. February numbers show, morning commuters in the express lane only saved one minute on the 14 mile stretch -- average travel time is 11 minutes, instead of 12. Drivers say the $37 million project made congestion worse. But Caltrans says it takes time to get throughout the adjustment period and reap the benefits.
