Michael Moynihan, 24, is accused of posing as a bail bondsman who calls recently-released inmates and tells them their bail amount has been increased.
Police say Moynihan tells the inmates they'll be re-arrested if they don't pay up.
Placer County Sheriff's Detectives say they have several recorded phone conversations proving Moynihan posed as an officer. Moynihan denies the allegations.
Moynihan is in custody at the Sacramento County Jail while he awaits charges.
