Several new laws and chances in government policies will go into effect at midnight.

Property owners will now be required to install carbon monoxide detectors in most single-family homes, apartments, condos and even some hotel rooms.

Special stickers will no longer give drivers of hybrid vehicles a free pass into the carpool lane when they don't have enough passengers to drive there.

Tolls will increase at Caltrans for passengers and seven Bay Area bridges and the Golden Gate Bridge for truckers, vehicles with more than three axles and vehicles pulling trailers.

drivers can still go to traffic school to avoid higher insurance costs, but violations will remain on their records.

The state will also require all students entering grades seven to 12 to get an adolescent whooping cough shot before attending classes next year.
