A new study says texting while driving is on the rise, even though 35 states have now banned it.

Texting while driving is illegal in California. But the National Traffic Safety Administration says the number of people doing it increased 50 percent last year. The agency watched drivers' behavior at selected intersections around the country. The number of drivers using their handheld devices increased from about half a percent in 2009, to one percent last year.
