At about 3:30 a.m., officers noticed three men sitting inside a parked black two-door 1998 Honda Civic in the 1100 block of Shirley Drive. The officers contacted the men and determined they were under the influence of a stimulant, police said.

The men were arrested, and officers found burglary tools and three catalytic converters inside the Honda, according to police.

The suspects were identified as Pete Somboune, 42, Oudone Douangmala, 32, and Peter Phabmixay, 55, according to police.

They were booked into Santa Clara County Jail on suspicion of grand theft, possession of burglary tools and stolen property, conspiracy, and being under the influence of a controlled substance, police said.

Police determined that one of the catalytic converters had been taken from the vehicle of a Milpitas resident. The origin of the other two catalytic converters is unknown.
