A federal advisory board Wednesday ruled that the details of how to create a genetically-altered strain of deadly bird virus will be kept secret.

The National Science Advisory Board said the danger to public safety is too great because terrorists may use the data to create a biological weapon.

The new strain of the deadly avian flu virus is both highly lethal and easily transmitted between ferrets, the animal that most closely mimics the human response to flu.
