The city is drafting an ordinance targeting businesses that serve as fronts for prostitution.
According to the Santa Rosa Press Democrat, Police Chief Pat Williams says investigations have uncovered illegal activities and he wants masseuses to be state licensed.
The business owners say they have no problem with that.
However, they strongly object to a requirement that workers pass a medical exam proving they are disease-free.
The draft of the ordinance should be presented to the council in February.
