Rialto Councilman Shawn O'Connell's car went down a 30-foot embankment in Devore.
O'Connell is a former police sergeant and uses a wheelchair.
According to the CHP, O'Connell suffered back spasms, lost control of his vehicle, and drove off the freeway before crashing into a fence.
The accident left him unconscious for a while but he was eventually able to use his cellphone to call for help.
He suffered minor injuries in the accident, which is under investigation.
