Oakland police want to know who's behind fliers depicting a swastika on a Jewish councilwoman's forehead. They're looking into whether it crosses the line from protected speech to hate speech. City Councilwoman Libby Schaaf is running for mayor, but the race is already turning ugly over what she believes is a misunderstanding or just plain hateful politics.

The Contra Costa Times reports the fliers were plastered throughout Montclair over the weekend. Libby Schaaf represents that district and is a candidate for mayor next November. Nobody has claimed responsibility.

The fliers supposedly represent opponents of a controversial surveillance center that is proposed for police and firefighters in the area. Schaaf said she's surprised she was being targeted because she has expressed concerns about the center and supported initiatives aimed at preventing privacy abuses.
