East Bay resident wins $1 million on Scratcher ticket

CONCORD, Calif. -- An East Bay resident won $1 million on a California Lottery ticket purchased in Concord, according to lottery officials.

Israel Martinez Sotero bought the Emerald 10's Scratchers ticket at Super Liquor & Food at 1511 Monument Blvd. in Concord. The retailer will receive a $5,000 payout for selling the winning ticket, according to lottery officials.

Sotero declined to have his photo published, and has declined to be interviewed by local media.
