Brentwood residents face water hike despite conserving
Call it the flip-side of water conservation. Residents of the east Contra Costa County city of Brentwood stepped up big time. They were asked by the state to conserve 32 percent. Residents went well beyond that. But now their city-run water department doesn't have enough money.
