Today, Michael Finney answered this question:
I received a letter from the Federal Office of Personnel Management saying that my personal information was compromised. Is this a scam?
Answer: The OPM (Office of Personnel Management)announced back in July that millions of records of current, former and prospective federal employees and contractors were hacked and information was stolen. The type of information included social security numbers, home addresses, employment history and more. They say you should go to their site directly to sign up for free credit monitoring.
