On Friday, the Alameda County Coroner's Bureau positively identified a dead body found at Arroyo Viejo Park as Segoviano.
Segoviano dropped off a friend around 10 p.m. in San Leandro. That's the last time anyone saw her.
"She went out to eat with a friend. She dropped off her friend at her house and never returned. She spends a lot of time home. She has no vices. She is a student and is studying to be a cop," said Juan Ramirez, an interpreter for Segoviano's father.
Police found her white Chevy in Hayward on Thursday morning. Her body was found at Arroyo Viejo Park in Oakland just before noon on Thursday.
She had been brutally beaten, stabbed and burned.
"She received significant burns consistent with someone lighting someone on fire," explained Lt. Roland Holmgren, with the Oakland Police Department.
Segoviano was a Sheriff's Department Explorer since high school.
"Explorers can perform that duty until they turn 21, at which time they become advisors. So, she was volunteering her time to help mentor the younger explorers we have," said Sgt. J.D. Nelson, with the Alameda County Sheriff's Department.
Many are asking if that had anything to do with her murder.
"What we're concerned now is this was a personal matter. Not to say the suspects are both Oakland residents and adults, not to say they were unaware of her association with the Sheriff's Office. I don't think that was the catalyst behind this," he said.
Police are confident the two suspects will be charged with her murder.
