RICHMOND, Calif. (KGO) -- Later today, Contra Costa County supervisors will vote on a grant application to expand its jails. The county is hoping to secure an $80 million state grant to add a high security wing at the West County Detention Facility in Richmond.

The plan is to reduce the population at the Martinez jail by transferring more than 400 inmates. Critics question whether the county can come up with $4 million in annual operating costs.
