Oakland police say just after 4 p.m., officers spotted the carjacked vehicle near Avenal Ave. and Foothill Blvd.
SKY7 was overhead as the driver ran several stop signs - sometimes driving on the wrong side of the street, narrowly missing pedestrians, cyclists and other cars.
The driver led the chase that lasted about 40 minutes. It ended at 28th Avenue and Foothill Boulevard in the Fruitvale District, when police threw a spike strip. Seconds later, the driver ran into a car at an intersection.
Two people got out -- one tried to run away, but police surrounded them, guns drawn, and they finally surrendered.
