Tuesday's meeting came after last week's demotion of Deputy City Manager Alex Gurza.
Gurza oversaw labor relations and made more than $200,000 per year. He now holds an entry-level parks department job and makes $64,000 per year.
Gurza's boss, City Manger Ed Shikada's contract expires in July.
A new mayor, Sam Liccardo, and five new councilmembers will take office next year.
And they may launch a search for a new city manager.
