One man is in critical condition, another was treated and released, and the last victim is a teenage boy.
Police surrounded the park after the shooting.
"I looked down at the bridge and saw a person running with a handgun in their hand," said witness Antonia Juahahz.
It happened on the pedestrian bridge off Church Street around 3 p.m. Witnesses say a group wearing bandanas and hoodies started yelling and threatening people as they crossed.
That's when a park regular, nicknamed "The Hatter," says he and some others tried to calm the disruptive group down. "Guy literally raised the gun to my face and I froze," he said. "And I felt a fragment hit my knee and I took off running."
"Guy behind me got in the head, which I just heard might be someone I know," "The Hatter" added. "And the one on the right got hit in the back of the leg."

A third person, who may have been the group's target, was also shot.
"It does appear that this was not a random act or event," said San Francisco Police Officer Grace Gatpandan.
Regardless, the shootings may worry park users, especially parents.
"I probably wouldn't have come if I would have known even though I love this park," said witness Jim Yau. "When there are incidents like this, it kind of shakes you to the core."
Still, hours later the park's appeal drew visitors back again.
