"The caller knew the person," said Vallejo PD Captain Lee Horton. "And is a very critical witness, and has known the person for a long time."
Police say that witness tipped them off, reporting that the suspect was armed and parked in front of their house.
When police arrived around 3:40 p.m. in Vallejo's Glen Cove neighborhood, the suspect took off.

The chase reached speeds well above 100 miles per hour and went through Martinez, Pacheco, Pleasant Hill and Walnut Creek onto Highway 24 before ending up in East Oakland when the suspect crashed his black SUV.
On the police radio call you could hear a dispatcher saying, "Vehicle is a Toyota 4Runner black that they are chasing. He is known to carry an Uzi and handguns. He has full body armor."
Once on Oakland streets, the driver crashed. When he tried to get out his SUV, Vallejo police fired multiple shots. The suspect was taken to the hospital with unknown injuries.
"There were kids still leaving the after school program, but (the school) said everything was safe at the school," said Nino Parker.
The Oakland resident tells ABC7 his son goes to a nearby school. His big concern was the high-speed chase through his neighborhood.
"You gotta be careful with those chase scenes," he said. "If you can't stop them after 30 miles, you need to regroup and find another way."
But Captain Horton said it's a tough call, especially when dealing with a suspect known to be heavily armed and wearing body armor.
"Of course pursuits are dangerous," he said. "But so is a person with assault rifles and pistols and putting more people in danger. It's sort of a judgement call, it's a difficult decision the officers have to make."
The Vallejo police captain says one officer suffered minor injuries, but that no one else was injured in the chase or crash.
They still haven't released any details of the suspect or his injuries.
