Authorities in Contra Costa County arrested Khalid Ahmad Wilson on 27 counts, including 13 felony counts and 14 misdemeanors.
Investigators with the Contractors State License Board say Wilson took more than $15,000 in illegal and excessive down payments from at least eight different consumers.
The board added Wilson to its most wanted list in March after 7 On Your Side uncovered several complaints against him.
Authorities believe most of his victims were from Alameda County, but he also has two counts pending on similar charges in Contra Costa County.
