Roughly 2,500 Bay Area businesses are now being charged for emitting greenhouse gasses into the air.
Refineries, power plants and manufacturing facilities will have to pay hundreds of thousands of dollars. Gas stations, supermarkets and other businesses will pay as little as a dollar each.
Critics say that the new fee puts an unfair burden on businesses.
