The 15 square mile fire was 50 percent contained as of Tuesday afternoon, mostly on the southern side near the town of Goleta.
More than 2,000 residents were able to return to their homes Monday.
But 251 homes are still threatened and residents of another 3,200 homes have been warned that they could be forced to evacuate at any time.
