Berkeley expected to approve solar plan

The Berkeley City Council is expected to approve a plan that lets homeowners pay for solar energy equipment through their property taxes.

The first-in-the-nation program would form a new tax district people could join to finance solar energy systems. The city would reimburse homeowners for the cost of materials and installation of the systems.

That money would then be paid back to the city, by the homeowner, at a fixed rate over 20 years.
