The victim was outside an apartment building in the 4700 block of Hartnett Avenue at around 9:40 a.m. Tuesday when he heard three gunshots. One of the bullets struck his arm.
The victim was uncooperative with police and said he had no idea who shot him or why anyone would want to shoot him, Gagan said.
There were no other witnesses willing to cooperate with police and the shooter or shooters fled the area before police arrived.
The victim is in good condition and is expected to survive, Gagan said.
