"Our system is fully restored; however we are not back to regular schedule yet," VTA spokeswoman Linh Hoang said around 9:25 a.m.
Trains were expected to resume their regular schedule around 9:45 a.m.
The outage happened around 3 a.m. and officials worked to set up bus bridges before the morning commute.
The cause of the outage is under investigation.
