A report by both police and a private investigator found the brakes of the roofing company truck were fully operational. So were the emergency brakes.
It appears that the driver, for whatever reason, never used the brakes as he lost control of the truck and crashed into several parked cars.
The driver faces misdemeanor vehicular manslaughter charges and up to one year in prison.
