Thomas Atteo was arrested after the incident, which occurred at about 9:30 p.m. in the 1200 block of San Rafael Drive, Petaluma police said.
Atteo and his wife were arguing in the street, according to police, who said Atteo then unintentionally ran over his wife's foot while leaving the scene in his vehicle.
Officers responding to the scene determined Atteo did not mean to run over his wife's foot, but he was charged with driving under the influence of alcohol and causing injury, according to police.
The 37-year-old victim declined medical treatment and was released from the scene by paramedics, police said.
The Petaluma Police Department has reported a 158 percent increase in DUI arrests in January 2009 compared to January 2008. Police reported 67 DUI arrests this January compared to 26 in the same month last year.
