Leno introduces second health care bill

San Francisco State Senator Mark Leno is taking another run at universal health care for California.

Leno introduced a bill Wednesday that would ban private health insurance and replace it with a new payroll tax to cover every Californian.

He says the so-called single payer system is used with great success in 20 other countries.

Opponents say Leno's plan would lead to rationing of healthcare.

The governor vetoed similar legislation from Leno last year.
