Neighbors have complained for years about activities inside of the Seven Seas Bar on Macarthur Boulevard in the Laurel District. State alcoholic beverage control agents set up an undercover sting that involved selling "stolen" liquor to the bar's owners.

Other problems with the Seven Seas included fights, underage drinking, and at least three shootings.

"Anyone who lives near a problem liquor-related business can tell you that that liquor outlet can drag down the quality of life for the families who live around it," City Attorney John Russo said.

Oakland police also want to know more about a fire that broke out after officials closed the bar last week.
