The council will decide whether artificial turf should be installed on nearly one third of the city's 11-acre Highlands Park, including baseball and soccer fields.

Some residents claim the material is a health hazard, and want to block the project.

The controversy began in 2001, when a study indicated San Carlos needed to dramatically expand the number of hours its playing fields were usable.
