The layoffs and demotions were implemented by Interim City Manager Ann Marie Gallant, and are part of 19 positions that have been eliminated from the fire department in the past year, according to the firefighters association.

Fire Station 5 will also be closed as of June 1, and additional fire units could face closures similar to "brownouts" that were implemented on Jan. 26, according to the firefighters association.

On Thursday, firefighters and proponents of a Fire and Emergency Medical Services Minimum Protection initiative turned in more than 9,000 signatures to qualify the measure to be presented to voters, according to the firefighters association.

The city clerk turned the signatures into the Alameda County Registrar of Voters for validation.
