District Attorney Kamala Harris says they conspired to rip off the PUC by using fake invoices to buy some $200,000 worth of items for their personal use.

The vendors are accused of knowingly submitting the phony invoices.

"We have had people who are being paid by the city to do good work who have been invested with the trust that they will do that work to the benefit of the people of the city and instead they've been lining their pockets," said D.A. Harris.

The case was investigated by the district attorney's public integrity unit, created by Harris in 2004.
